dev: add notes document for MT8196

This document serves as a dumping ground for us to make our own hardware documentation based on experiment observations and reading publicly available vendor kernel code.

The motivation is that we do not replicate each other's null results when tinkering with things, and have a place to note certain things down as possibly relevant for later.
