Add USB2 PHY fixes

@nicolas reported issues with a HID device on the Rock 5B's USB2 ports. Apparently the becomes non-functional after some seconds of idle time. I looked through available vendor fixes, which are not yet part of the upstream kernel and found the following ones, which should be forward ported:
